辰野・葛西建築事務所による原設計で赤煉瓦の壁に白い石を帯状にめぐらせる「辰野式」と言われたスタイルを採用し、1906(明治39)年竣工。1919(大正8)年に清水組・田辺淳吉の設計で南側・西側を増築。西側増築部分は戦後、更に改築。1999(平成11)年に一旦取壊された後、2003(平成15)年にレプリカとして再建。
