Found it by chance... it is so close to Mejiro station, so I recommend it if you've got a bit of time to kill. It's quite small, but worth it!

入って左手にある、ミュージアムショップとテナントショップは入館料不要。テナントショップでは切手をバラで売ってくれます。

Been here 5+ times
郵趣のバックナンバーは1冊100円。複写は1枚60円なので、記事によってはバックナンバー買った方が安い。
