Definitely one of the better, if not best, quick Chinese restaurants in the neighborhood. Their pho is pretty good, and the baked seafood fried rice is a pleasant surprise.
Their food is pretty decent, and their menu is typical of an America-style Chinese restaurant. However, be warned: you may feel extra drowsy and sleepy (thanks to their generous servings of MSG).
Overall, their food is much greater than that of it's neighboring rival restaurant, Pattaya.
Funny hearsay: the proprietors of Saigon Cuisine were originally workers at Sangkee! When a bitter feud erupted, they set up their own restaurant on the other side of campus. (Hence the similar menus)
