大眾廟又名聚波亭，鹽水鎮昔時稱「月港」，乃一天然內港，永曆16年(1662)鄭成功部將何積善及范文章等，帶領大批移民入台，在今大眾廟前關墾為貿易港，舟船往返於福州、廈門之間，並於此古榕樹旁搭建涼亭，以供過往商旅休息，由於前方乃商船漁船聚集之處，每當向晚漁火點點，有「聚波漁火」之美景，而名曰「聚波亭」。「聚波亭」為目前清朝存留下來最古老的廟宇建築物。
