It's a good idea to look up the department hours before coming downtown and/or waiting in line. Streets Department is only open 9a-2p (weekdays) for example.

Get here early, and never go at the end of the month, if you've got bills to pay. Or else be prepared to stand in endless lines so you can stand in more endless lines.
